Mark A. Whitt

Professional Biography:
Mark Whitt heads the Firm’s Energy litigation practice. He represents natural gas, electric, water, and telecommunications clients in state regulatory proceedings and in state and federal trial and appellate courts. Among recent engagements, Mark represented Ameren's Illinois utilities in their 2006, 2007 and 2009 distribution rate cases; FirstEnergy's Ohio electric utilities in their 2007 distribution rate cases and Senate Bill 221 rate proceedings; FirstEnergy and its subsidiaries in multi-state litigation arising from the August 2003 Northeast Blackout; Dominion East Ohio in its 2008 rate case; Centerpoint-Arkansas in its 2008 gas distribution rate case; Reliant Energy in a 2008 appeal involving licensing of alternative electric suppliers in Illinois; Illinois-American Water Company in its 2007 rate case; and Oklahoma Gas & Electric in proceedings seeking approval to construct the "Red Rock" generating facility. In addition to litigation matters, energy and utility companies frequently turn to Mark for advice in the areas of regulatory compliance, strategic planning and energy-related transactions. Mark has lectured on regulatory matters for continuing legal education programs in Ohio and Illinois.
Mark is also an experienced business litigator. He has represented Fortune 500 companies in state and federal courts in 19 states throughout the country. Mark has briefed or argued cases at the United States Supreme Court, U.S. Courts of Appeal for the Second and Sixth Circuits, Ohio Supreme Court, and state courts of appeal in Ohio, Indiana and Illinois. He is a recognized Advocate of the National Institute for Trial Advocacy.
Mark was a partner with Jones Day before establishing Carpenter Lipps & Leland's energy litigation practice in November 2008. He is a veteran of the United States Army and is admitted to practice in Ohio and Illinois.
